Family Continuity Programs (FCP) in Pinellas and Pasco counties (Florida), which went out of business in Spring 2004, was unable to pay $1.5 million for services provided by agencies, clinicians, and workers in 2004. The facility was privatized in early 2004 as part of the Florida Department of Children and Families' (DCF) reform to a largely community-based care system.
