On January 15, 2008, CMS issued a proposed rule that would allow Medicaid beneficiaries to direct their personal assistance services. This rule would permit beneficiaries, through their state programs, to be in charge of hiring, directing, scheduling, supervising, evaluating, and firing their own personal care workers in lieu of an assigned worker employed by an agency.
