In a new proposal from the Bush administration, states would control the Section 8 housing program, where low-income families use federal vouchers to help them pay their rent. Housing and Urban Development Department (HUD) officials feel the program would be better managed by the states, referring to the fact that last year alone $1 billion in vouchers were not used, approximately 8% of the program's budget for that year.
