The New Jersey mental health system was found to provide inadequate rehabilitation for mental illness; detain individuals with serious mental illness in jails and juvenile detention centers for extended periods of time; and misappropriate funds for institutional care. The mental health system was found to be uncoordinated and operate inefficiently. The state's Mental Health Task Force recommended the following reforms:
