Health and Human Services Secretary Tommy G. Thompson announced on May 21, 2001 that new protections for children have been implemented to prevent the inappropriate use of restraints and seclusion in certain Medicaid psychiatric centers. These new protections took effect on May 22, 2001. The Health Care Financing Administration (HCFA) is issuing an interim final rule that establishes new standards for the use of restraints and seclusion that must be met by psychiatric residential treatment facilities that provide Medicaid . . .
