National Child Welfare Spending Increased 40% Since 1996: Title IV-E Accounted for 50% of Federal Funding in 2004

National spending for child welfare services topped $23.3 billion in 2004, representing a four percent increase since 2002, and a 40% increase since 1996. In 2004, federal funds accounted for $11.7 billion of national spending, with 50% coming through Title IV-E of the Social Security Act. As the largest funding stream, Title IV-E consists of Foster Care and Adoption Assistant Programs, the Chafee Foster Care Independence Program, and a non-entitlement funding authorization for education . . .
