On April 28, 2006, Governor Arnold Schwarzeneggers administration committed to spending over $600 million to add 695 new psychiatric beds by building new mental health facilities for inmates incarcerated at Vacaville and Folsom. The plan is part of a settlement in the 11-year old class action law suit entitled Coleman v. Schwarzenegger, et al., overseen by Judge Lawrence Karlton.
