Enrollment in SCHIP (State Children's Health Insurance Program) Programs has risen to 2,290,000 in 2000 from 1,314,000 in 1999, an 83% increase in separate government funded programs, and a 58% increase in Medicaid expenditures. However, in 1999, 94% of uninsured low-income children were eligible for Medicaid or SCHIP by recent standards, but remained uninsured.
