Californias new $7 billion budget, passed during July of 1991, will have an impact on behavioral health providers in the state. The budget will transfer responsibility, and tax revenues, for mental health and other human services to counties, as well as expand drug and alcohol treatment for pregnant women, according to a report by Lou Cannon, "A Bruising Victory For Californias Wilson," that appeared in the July 21, 1991 issue of The Washington Post.
