Medicaid fraud charges against Charter Behavioral Health Systems have ended in a civil settlement. Charter paid $2.7 million, most of which was for restitution and $829,000 of which was assessed due to billing problems allegedly hidden by senior executives, according to Carolyn McElroy, director of the Maryland Medicaid fraud control unit.
