Earlier this year the State of Ohio announced the award of an estimated $6.9 million contract to American Biodyne for behavioral health benefit services for state employees. As a result of that contract, Ohio state employees filed a preliminary injunction seeking to retain the right to seek behavioral health treatment outside of the Biodyne program on July 31, 1990. The employees complaint contends that prior to July 1,1990, employees were entitled to coverage for behavioral health disorders . . .
