The Connecticut Department of Children and Families (DCF) is terminating a $9.8 million-per- year contract with St. Francis Care Behavioral Health because of variety of concerns. According to a memorandum issued by Kristine Ragaglia, Commissioner of the DCF, the contract was terminated largely because of differences in judgment about the appropriate kind of treatment to be utilized, "We are committed to providing these youth with a therapeutic community that uses counseling as a mainstay of treatment.
