The model health plan put forward by The Health Policy Agenda for the American People (HPAAP) was sharply criticized for its recommendations with regard to chemical dependency treatment in the August issue of Drugs In The Workplace, a newsletter published by Business Research Publications of New York. The focus of the criticism was the lack of coverage for hospital-based treatment other than detoxification.
