In its final version of the Revised Plan For Procurement Of Medicaid Specialty Prepaid Health Plans (PHPs), the Michigan Department of Community Health (MDCH) argues that efforts to meet the federal requirements for competitive procurement of the PHPs using market selection are both impractical and undesirable.
