Waiting lists kept by the South Carolina Department of Disabilities and Special Needs (DDSN) presently contain 2,758 disabled people who are seeking placement into treatment programs, according to a report released by the DDSN on September 15, 2004. These extensive lists of disabled people are seeking care that the agency says it cannot afford to give. The agency blames budget cuts that have hindered them from making any new placements in the programs over the past three years . . .
