On October 15, 2001, North Carolina Governor Michael F. Easley signed into law the Mental Health, Developmental Disabilities and Substance Abuse Services (MH/DD/SAS) Reform Bill. The central provision of the bill requires the Secretary of the Department of Health and Human Services (DHHS) to present a State Plan on MH/DD/SAS to the General Assembly on December 1, 2001.
