On October 1, 2003, Washington (District of Columbia) Mayor Anthony A. Williams announced a new initiative to support youth with mental health or chemical dependency disorders who come into contact with the juvenile justice system. Instead of proceeding through the juvenile justice system, the Youth Empowerment Services (YES) program will identify youth who would benefit from being diverted from the system to traditional and non-traditional mental health services.
