Just two weeks after the Bush Administration rolled out its new Medicare Part D prescription plan, the President and eight states are being compelled to take actions designed to avert a national public health emergency. Since January 1, 2006, officials estimate tens of thousands of people nationwide, most of whom are low-income Medicare beneficiaries, have been unable to fill prescriptions at subsidized rates.
