The Missouri Department of Mental Health, Division of Alcohol and Drug Abuse has proposed new requirements for staffing of chemical dependency programs. The rules become effective in late 1988. All counseling services must be provided by a “qualified professional” or a trainee under supervision of a “qualified professional”. At least half of the counseling staff must be “qualified professionals”. The definition for “qualified professionals’ includes:
