On December 14, 2009, Sacramento County, California signed a three-year consent decree and a separate agreement to settle a 2006 lawsuit that will require it to transform operations at its juvenile justice facilities to avoid excessive use of force; improve the educational program; and reduce the youth-to-staff ratio at two facilities by reducing the number of youth at the facility to meet the statewide ratio of one staff member for every 10 youth.
