Federal Court Mandates Strict Plan to Remedy Child Welfare in Connecticut
On December 29, 2003, a federal judge ordered Connecticut's beleaguered Department of Children and Families (DCF) to comply with a stringent three-year improvement plan to end court oversight. The 22-point plan was developed by the federal court-appointed monitor, D. Ray Sirry, who was given direct management authority of the agency. Mr. Sirry will oversee the agency in consultation with members of a panel that includes the agency's commissioner and the secretary of the state's Office . . .
