State Child Welfare Spending Tops $23.3 Billion in 2005 States spent at least $23.3 billion from federal, state, and local sources on child welfare activities in state fiscal year (SFY) 2004. This represents a four percent increase, or $831 million, since 2002, and a 40% increase, or $5.7 billion, since 1996. In 2004, states spent $11.7 billion in federal funds, $9.1 billion in state funds, and $2.5 billing in local funds. States covered such child welfare activities as case management, out-of-home and adoption placements, child protective services, family . . .
