Casey Foundations Call For Title IV-E Changes—End Of Funding For Shelter & Non-Treatment Congregate Care
On October 24, 2013, the Annie E. Casey Foundation and the Jim Casey Youth Opportunities Initiative called on the federal government to end federal spending on shelter and non-treatment congregate foster care placements for all children, and for group settings of all kinds for children under age 13. Their recommendations also include a suggested provision to limit federal reimbursement for residential treatment to a lifetime maximum of 12 months for children over age 13 and 36 months for foster care.
