Dual Eligibles Represented 34% Of Medicare Spending & 19% Of Medicare Members In 2019
Beneficiaries dually eligible for Medicare and Medicaid (duals) accounted for 34% of Medicare spending in 2019 but only 19% of Medicare members. Duals accounted for 30% of Medicaid spending but only 14% of Medicaid members. Total Medicare and Medicaid spending on duals was $440.2 billion combined in 2019.
About 17% of duals who were eligible on the basis of a disability used Medicaid-covered institutional long-term services and supports (LTSS) under fee-for-service (FFS), compared to 4% among non-duals. Institutional LTSS also accounted for 37% of Medicaid spending on FFS, compared to 12% for non-duals . . .
