HCBS Enrollment Up 5%; Expenditures Per Participant Down 2%
Enrollment in Medicaid home- and community-based services (HCBS) increased 5% between 2013 and 2014; however state-level HCBS waiver expenditures per participant decreased 2% over all states. Enrollment in the three main HCBS programs (personal care state plan services, home health state plan services, and Medicaid 1915(c) waivers) increased from 3.0 million in 2013, to 3.2 million in 2014, representing a rise of 5%. Total HCBS spending for the three program types rose by 3%, from $56.5 billion in 2013 to $58.5 billion in 2014. Average annual Medicaid per-person spending for HCBS declined . . .
