Institutional Placement Has Caused “Overwhelming & Obvious Harm” To Youth In Foster Care
Interviews with 44 former foster youth ages 18 to 25 who had recently experienced such placements revealed that the institutional placement had caused “overwhelming and obvious harm” to the youth. The interviews included former foster youth who had experienced placements in non-clinical group foster care, homes for pregnant and parenting teens, therapeutic residential placements, transitional and emergency shelters, assessment centers, and other out-of-home institutional settings. The researchers did not define short-term treatment facilities, particularly for psychiatric interventions, as institutional placements.
