January 18, 2011 On January 18, 2011, the Foster Parents Association of Washington State filed a lawsuit against the Washington State Department of Social and Health Services (DSHS) alleging that the state’s foster care maintenance rates fail to cover more than 40% of the costs of basic care. The parents seek declaratory and injunctive relief that will force DSHS to ensure that foster care maintenance rates cover the cost of foster care.
