August 28, 2009 CMS created a program called Special Focus Facility Program, SFF, to address and aid the underperforming nursing homes, however this system is limited to 136 homes at a time. Later, CMS made a five star ranking system for each of the nursing homes. GAO reviewed the program and ranking system on a nationwide basis and results showed desperately needed adjustments, the most underperforming homes, and characteristics of such poor performing homes.
