On July 16, 2013, Arizona Public Integrity Alliance (AZPIA) filed a lawsuit alleging Maricopa Integrated Health Systems (MIHS) one of the partner organizations in Mercy Maricopa Integrated Care (Mercy Maricopa), the new Maricopa County Regional Behavioral Health Authority (RBHA) was ineligible to bid on the contract. MIHS was formed in 2003 to provide direct care services to Maricopa County residents; its funding is from a property tax levy. The contract calls for the RBHA to serve residents of Maricopa and Pinal counties, plus the RBHA provides administrative services not direct care services.
