The State of Oregon is testing the use of Medicaid Coordinated Care Organizations (CCO) to manage medical, mental health, and dental services for the Oregon Health Plan. This document by the Actuarial Service Unit of the Oregon Health Authority describes the methods used for setting the CCO capitation rates. On page 3, the authors summarized the contracting arrangements being used; on page 9, the authors discuss trend factors for mental health services that affected the cost and rate estimates.
