OPEN MINDS, The Behavioral Health & Social Service Industry Analyst Industry Statistics From 2002 to 2004, there was a four percent increase in out-of-home placements of developmentally disabled individuals, from 473,344 to 492,385 people. The proportion of individuals served in facilities with 1 to 6 persons increased from 65% in 2002 to 68% in 2004, the largest segment of out-of-home placement by a substantial margin.
