January 1, 2011 In January 2011, The Institute of Medicine published a draft report by the Committee on Defining and Revising an Essential Health Benefits Package for Qualified Health Plans, Board on Health Care Services. The committee was asked by the Assistant Secretary for Planning and Evaluation (ASPE) to offer advice on criteria and a process for defining and periodically updating the Essential Health Benefits (EHBs) Package for Qualified Health Plans (QHPs).
