El Paso MHMR Public Position Paper Regarding Issues Related to City of El Paso Decision to Leave Agreement
January 19, 2011 On January 11, 2011, the El Paso City Council voted unanimously exit the El Paso Mental Health Mental Retardation (MHMR) agency, terminating a 10-year joint governance agreement. The agreement will officially end in 60 days. Under the 2001 agreement, the El Paso City Council, the County Commissioners, and the county hospital district each appointed directors to the MHMR governing board and provided financial support.
