January 25, 2011 As of March 27, 2011, 27 California counties have submitted plans to expand their county-based indigent health care programs to care for ex-offenders released from prison and other low-income adults not eligible for Medicaid or the state ChildrenÂ’s Health Insurance Program. The expansion is due to a Medicaid waiver agreement in which county-based Low-Income Health Programs (LIHPs) offer comprehensive health care benefits to low-income adults currently ineligible for Medi- Cal coverage.
