February 24, 2011 On February 24, 2011, in the Minnesota state senate as SF434 and in the state house as HF681 the "Minnesota Pay for Performance Act of 2011" was introduced. The bill calls for the state to pilot performance-based contracting for state-funded social service programs; the pilot would require provider organizations to demonstrate that the programs met pre-determined goals before the state pays for services.
