MACPAC Report: Analyzing Disproportionate Share Hospital Allotments To States

On March 5, 2017, the Medicaid and CHIP Payment Advisory Commission (MACPAC) issued this report on analyzing disproportionate share hospital (DSH) allotments to states. MACPAC claims the analyses presented in the report show no meaningful relationship between states’ DSH allotments and the three factors that Congress has asked the Commission to study, being:

The number of uninsured individuals
The amount and sources of hospitals’ uncompensated care costs; and
The number of hospitals with high levels of uncompensated care that also provide access
