April 5, 2011 On April 5, 2011, Jennifer Velez, New Jersey’s commissioner for the Department of Human Services, emphasized in a legislative hearing that in addition realizing the cost savings projected in the governor’s budget, the expansion of Medicaid managed care builds on the state’s progress toward coordinated and managed care which started in the mid-1990s.
