April 5, 2011 On April 5, 2011, Jennifer Velez, New Jerseys commissioner for the Department of Human Services, emphasized in a legislative hearing that in addition realizing the cost savings projected in the governors budget, the expansion of Medicaid managed care builds on the states progress toward coordinated and managed care which started in the mid-1990s.
