This document was released on April 17, 2015 by the U.S. Department of Defense (DoD) in response to the Senate Report 113-44, page 133, accompanying S. 1197, National Defense Authorization Act for fiscal year 2014, "Mental Health Counselors for Service Members, Veterans, and their Families."
