April 1, 2011 The North Carolina Department of Health and Human Services (DHHS) seeks to complete a statewide expansion of Medicaid prepaid capitated inpatient health plans administered by the local management entities (LMEs) that manage public behavioral health services.  On April 1, 2011, DHHS released a request for applications seeking responses from interested LMEs.
