Organizations were scored on a 70 or 100 point scale based on five priority areas: safety net services, transition out of poverty, problem prevention, family and societal support services such as child care, and enrichment programs such as tutoring. Organizations providing safety net services such as food, housing, clothing, and health care could earn a maximum score of 100; the top score for organizations providing enrichment programs was 70.
