This final rule revises existing regulations to ensure vigorous enforcement of anti-discrimination laws applicable to the DHHS, its programs, and recipients of DHHS funds, and to delegate overall enforcement and compliance responsibility to the Department’s Office for Civil Rights (‘‘OCR’’).
