June 11, 2011 The Virginia Office of the Inspector General (OIG) for the Department of Behavioral Health and Developmental Services  reviewed the prevalence of incidents in which Community Service Boards (CSBs) were unable to find an inpatient bed for people in psychiatric crisis who needed state-funded inpatient care.
