Revised Consent Decree in Ligas v. Hamos
June 15, 2011 The consent decree in Ligas v. Hamos, a class action lawsuit filed in 2005, requires the Illinois Department of Human Services (DHS) to move 3,000 residents of large facilities known as Intermediate Care Facilities for the Developmentally Disabled, which are state supported but privately run, to small community-based settings, such as group homes, with the necessary supports. The moves will take place over a six-year period. DHS will also be required to provide community-based services to an additional 3,000 people with developmental disabilities currently living at home.
