June 16, 2011 For fiscal year 2012-2013, states seeking community mental health block grants and substance abuse grants from the Substance Abuse and Mental Health Administration (SAMHSA) must submit their plans for priority populations, services to be offered, and performance metrics to assess the services offered. The plans will then be used to develop state-specific performance dashboards.
