July 15, 2010 On July 15, 2010, the Massachusetts Substance Abuse Strategic Plan Update was released. It replaced the previous plan, which was released in 2005. The Governor's Interagency Council on Substance Abuse and Prevention and the Massachusetts Department of Public Health's Bureau of Substance Abuse Services collaborated to create the updated plan.
