Harm Reduction in Prison: The Moldova Model
July 20, 2009 The purpose of this report, written by Jeff Hoover and Ralf Jugens, is to outline the first successful steps taken to reduce harm, in this case, transmission of HIV, in Moldovan prisons and the remaining challenges the prisons face. Information was collected through interviews with prisoners, detainees, authorities, and officials. Moldova remains one of the only countries with free access to psychological support, counseling, and HIV/AIDS education, thus lower than average harm to prisoners. Download the Report . . .
