July 22, 2011 In July 2011, the political debate over raising the U.S. debit limit reached its height. In an effort to produce a compromise, the "Gang of Six" (a bipartisan group of Senators composed of three conservative Republicans and three liberal Democrats) worked together to create a large-scale budget agreement that they hoped would serve as a compromise and unify the parties to vote to increase the debt ceiling.
