In September 2012, the Rhode Island Office of the Health Insurance Commissioner (OHIC) released its initial evaluation of OHIC's Affordability Standards and their impact on primary care spending. The report summarizes key findings, defines key terms, documents increased investments in primary care by the three fully-insured commercial plans operating in Rhode Island: Blue Cross and Blue Shield of Rhode Island (BCBSRI), UnitedHealthcare; and Tufts Health Plan.
