September 9, 2009 The analysis, conducted by Lindsey + Associates for the Maryland Department of Human Resources, reviewed the state's pilot project to privatize child support enforcement administration duties in Baltimore City and Queen Anne's County. The pilots operated from November 1, 1996, through September 30, 2009. Three private companies have operated the pilots: Lockheed Martin IMS from 1996 to 1999, Maximus from 1999 to 2003, and Policy Studies Institute from 2004 to 2009. The analysts projected that continued private operation of child support enforcement administration services would save the state about $7 million compared to the estimated costs . . .
