October 22, 2010 The letter from the Nebraska State Foster Care Review Board to the Department of Health and Human Services (DHHS) outlined the Board's concerns about DHHS's plans to shift some child welfare case management responsibilities to the stateÂ’s two remaining lead agencies, KVC Behavioral Health Care Nebraska and Nebraska Families Collaborative.
